As usual when people are asking about MinGW on Windows as a beginner I have to ask (especially because u/KingofGamesYami has already answered): why do you need to use MinGW? If you just want to learn C++ development, then have you considered just installing Visual Studio? More on reddit.com

MinGW-w64, outdated binaries

The binaries on sourceforge havn't been maintained or updated for a long time. You are recommended to use the distribution from Msys2 (and deal with the slightly janky Cygwin based environment). https://github.com/msys2/msys2-installer/releases (grab the .sfx.exe is probably the easiest, since self extracting but no registry modification). My biggest pet peeve with it is that the whole process is very tied to the internet (an issue with package managers to be honest) so if you are the same, perhaps just use Msys2/pacman to download the full MinGW-64 install and then zip it up and delete Msys2 again. GCC 10 is officially released. The personal build for Windows (MinGW-w64) that can be downloaded from https://winlibs.com requires no installation, just extract to a folder.

Building GCC on Windows from source code is very difficult and cannot be recommended to beginners. Moreover, GCC 10 has not yet been officially released and you may need to wait a few more weeks to get it.

Welcome to the hell that is C++ development. Please accept your complementary keyboard replacement, as you will likely destroy your current one in frustration. I believe the easiest way to get the GNU C++ compiler working on Windows is to install MSYS2, which you can do with winget install --interactive MSYS2.MSYS2. Once MSYS2 is installed, open the MSYS2 terminal. You can now use the pacman command to install GCC pacman -S mingw-w64-ucrt-x86_64-gcc. Now you should be able to use g++ --version within the MSYS2 terminal.
