Whenever I boot up my system, I receive an error code 64 on my motherboard. I've searched multiple places and found out it's a motherboard issue. I tried pushing the reset CMOS button and un tightening my CPU cooler a bit. Usually, I am able to solve my own problems, but I am at a loss right now. Any help would be appreciated.
EDIT: I unplugged a bunch of shit and apparently my PSP was drawing too much power.

Computer won't boot. ASRock Z77 Extreme 4 Dr. Debug Error Codes 4F and 67
New build is throwing what looks like a 62 error on the Dr Debug which is DXE_SBRUN_INIT, whatever that means. Any ideas? No screen output, beeps, nothing.
Edit-threw in some really old video card with a vga/hdmi port, now shows a 9E code on the little digital display on the board, this code isn't listed in the manual😅
With an old GPU, it runs fine, but the sparkle throws the 9E code.

This is a new build, X870E Nova WiFi, AMD 9800X3D, Corsair Dominator DDR5 RAM, 2X 32 GB sticks. I do not have XMP enabled, it is set to standard in BIOS and Task Manager shows 4800 MT/s with 61.6 GB available.
As the title says, the Dr. Debug code changes fairly constantly during bootup. It is currently going between 44, 45, 46, 46, 47, 48, 49, 50, 51, 52 and probably others I am missing, in random order. I saw a few 60s last bootup I'm sure. Restarting does not stop this. The system itself seems to be running fine- I'm posting this from the computer. Games run, I'm connected to the internet, the machine is not laggy.
The internet says these codes are primarily related to the RAM possibly being bad. I don't really know where to start with this, the last time I built a computer it just all worked and I got to AA on first bootup.
Edit: I forgot to say I tried reseating the RAM, which did nothing.
Edit 2: After posting this, I tried resetting the CMOS for old time's sake. Now after boot the display just says 00.
