It does not allow me to change the card number it wants updated expiration date and CCV data. this is futile since that card does not exists. if i go back to the payment and shipping page it will not allow me to select add payment method. it is grayed out. Is screen time turned on? You might want tot turn off content and privacy restrictions via settings>screen time>content and privacy restrictions and turn those off. See if you can add a payment method after this
