Confused on what is and is not an embedded system
What are some embedded hobby projects that look good on a CV?
When to use embedded systems ?
With all the technology we have today, why do we still have to deal with low level embedded systems with tight memory/cpu constrain?
Because of real-time requirements, PCB size constraints, power constraints, thermal constraints, cost, etc.
Could anyone give specific use cases when embedded systems is clearly a better choice than a small computer that has higher level language features and is easier to work with?
When you plan to sell upwards of 10ku/year and the "small computer" is $10 while the microcontroller is <$1.
When you plan to have a tiny device with long battery life.
When your application has real-time constraints in the microsecond scale or below.
When you thermal requirements only allow you to dissipate milliwatts, or even microwatts of power.

Definitely arm. Mainly STM32s from what I've encountered, along with some Atmel/Microchip arm micros (atsam).
Sometimes baremetal, sometimes they use FreeRTOS. Really depends.
We use stmicro's nucelo boards a lot at work; picking one up is a great start (plus they are like $10)
