Is there a 24H2 Enablement Package for 24H2 Release Preview?

There is no enablement package, it is a new build of Windows. Going from 22H2 to 23H2 worked with an enablement package as both releases share the same build of Windows (22621), the enablement package turns on features that were previously delivered via cumulative updates and artificially increments the build number to 22631. 24H2 is build 26100.
