My company used to cut the “bottom 5%” every year and each team always cut people. They used to switch up managers quite often too. If you’re a new manager who doesn’t know your team and have nobody rated below “meeting expectations”, what does a lazy manager do? Meh, they just pick one. We lost some really good people that way.

FAANG does stack ranking. I’ve seen it at Amazon, where I work. Performance also sometimes uses shit metrics and is sometimes based on personal biases and sometimes sheer luck.
