How and why are Google's sites not yet PWAs?
They do have a lot of PWAs actually. I think Calendar, Keep and Photos all are PWAs. Also some dev sites like developer.google.com?
I have no idea why their office suite isn't installable though, maybe it's an internal communication issue?

I use a Chromebook. Google makes them, see. I use Gmail, Docs, Sheets, Drive, Contacts, and more.
The only Google PWAs I have are Contacts and Messages, because these are the only Google sites I use that are PWAs. How is Gmail, of all things, not a PWA? Docs? Sheets? I cannot believe I am still manually pinning these to my taskbar.

Typical Google, feet on both sides of the field. They don't care which platform wins so long as their ads are on it.
Chrome apps are almost dead, but the idea of apps via PWAs (Progressive Web Apps) lives on. Google Drive is the latest Google service to pick up a PWA, following YouTube Music and Google Photos on its trip through the future.
