The holes just need to be big enough to thread the upholstery needle through. Then lay the wadding flat on the floor, place the foam in the centre, and lay the board directly on top of the foam.

Easy (and Simple) Upholstered Headboard DIY - Paper and Stitch
February 28, 2024 - After adding up all the materials, the final cost of my DIY fabric headboard was less than $100 (I think it was $82) for a full-size bed headboard. Not bad for a custom headboard, huh? I used linen fabric, 1 inch thick upholstery foam, pretty affordable batting, and birch plywood.

Lightweight, easy headboard: Cut a piece of cushion foam to size, and made a slipcover for it.
So, another renter friendly home decor sewing project. I bought a piece of cushion / upholstery foam that was 70" X 24" X 2.5" thick, and cut with a basic knife to the width of my bed (60") I then made a simple boxed slipcover, and added some tabs to the cover so I could hang the "headboard" from a curtain rod held up with some command hooks (the cushion/headboard sort of also rests a little bit on my mattress, with means less weight on the rod and command hooks, but it is really not that heavy so I think the rod could have fully suspended it if needed). Anyway, I'm really happy with how it turned out! The foam is dense enough yet soft enough to provide good support for stuff like reading in bed, and if I do ever move, it will be so much lighter and easier to pack. More on reddit.com

July 31, 2024 - If you prefer a more plush feel, consider using a 2-inch thick foam. Choose batting that’s slightly larger than your plywood base to ensure total coverage. Polyester batting is a common and affordable option that provides a soft, even surface. Alternatively, cotton batting offers a natural and breathable material that might appeal to those looking for ecofriendly choices. To tackle your DIY headboard, you’ll need the following tools and hardware:

If you DIY, the best tool to use is a circular saw. Draw on your measurements with pencil, making sure your lines are straight and your angles are square, and then clamp your plywood to a work table or saw horse with the cutting edge hanging off. Push the circular saw away from you to cut, making sure to keep your movements slow but steady. ... Your foam should be the same size as your plywood; this is what’s going to give you that padded feeling that will be so comfy to lean against.
