These are guidelines and best practices, not requirements. Is it wrong/bad to exceed these limits? Not necessarily. It’s that the most optimized titles and descriptions will adhere to those guidelines. That is part of “optimization”. Google also changes these elements automatically to fit search terms or intent, at times. So searchers may not even necessarily see the words you provided. As a general rule of thumb in the results page, Google provides up to 65 characters for title tags and 160 characters for meta descriptions before they are truncated with an ellipses. Yoast's "yellow" indicator is right around these limits. Yoast's "green" indicator for title tags and meta descriptions are quite a bit below this limit. As other's have mentioned, if you're performing well (top 3 positions) then leave the title tag and meta description as is. Otherwise, shortening these can help improve your CTR.
