Everytime I've used microsoft rewards for Robux it's been 1,500 reward points for 100 Robux but after about a month of grinding, it's now 12,000 points for 800 Robux and that's the only option. Why did they do this and is there a way to change it back to only 100 Robux gift cards?

If a certain reward like Robux with any certain amount is not available it means that the code for it has became out of stock and therefore it will be best to wait it out for it to be available again for redemption and there is no exact timeframe on when it will come back.

You need to wait for the code to arrive if the order status is “In Progress”. There is an order number when you redeemed it. The code is not there when you redeemed it because you need to wait for 24 for the code to arrive. Did you check your email by any chance?
