I am a bit confused on this, but will give a nice full answer.
The answer depends on which API or product you are using.
PayPal Standard
If you are using a "Subscribe" button, by default, customers cannot checkout using guest checkout. They have to use or create a PayPal account to checkout. If you add-on the product Enhanced Recurring Payments, then customers can check out without creating a PayPal account, but the subscription will still work as normal.
There is not a way to disable the guest checkout on a per-transaction basis with Standard for non-recurring payments. It is account based.
Express Checkout
If you are using the Express Checkout module, you can disable guest checkout on a per-transaction basis by passing the NVP: SOLUTIONTYPE=MARK. However, for a "Recurring Payment" situation, you would be using a "Billing Agreement" or using the RecurringPayments call, both of which disable Guest Checkout similar to PayPal Standard.

As I checked out as a guest, I do not have an account. Does anyone know how I can cancel this recurring payment? I have contacted the merchant today and waiting for response but just looking for all options.
I had subscribed to a discord account a few months ago and paid via PayPal. I was planning for a single payment so I used the guest payment method. The guest payment has been recurring ever since and there’s no way for me to access the guest account to cancel the recurring payments.
I’ve reached out to the Discord owner and he says he’s not able to cancel the payments from his side, which he found kind of odd. He’s refunded me a couple payments along the way and has been very nice.
I just tried to call PP hotline and they told me to message them on their site, which still comes up empty with no response.
I have the Profile ID number from my email receipts so I don’t think it should be this difficult to cancel this thing.
Does anyone have any insight as to how I can stop this from recurring? I’m not looking for any refunds or anything, just to cancel this thing once and for all. Any help would be appreciated.

I am having a bit of an issue with PayPal (United States of America).
I made a recurring payment as a guest and I need to cancel this payment. I put off cancelling this payment for two months because once I realized I paid as a guest, I realized cancellation was going to be a stressful and infuriating process.
I know now I should have made an account before I set up a recurring payment for much easier cancellation. But although it's only a small sum of money per month, I want to go ahead and get this done and over with.
I have reached out to the vendor to see if they can cancel it on their end but they haven't responded. I have tried calling PayPal at their 888 number but can't get a service representative on the line (should I try their 402 number?). I have messaged them on Facebook but they tell me there is nothing they can do about my issue through that platform (besides tell me to contact the vendor).
Do I have to wait for the vendor to get back with me or is there a way PayPal or I can take care of this on my end? I'd prefer not to file a dispute with my bank, as I'm not sure that would be legal and from with I can tell, PayPal would charge me a dispute fee anyway. I'm also concerned that the vendor can stonewall me for as long as they want since they might not want to help me unsubscribe from their service.

Purely as a guess: testing that your credentials work, and testing whether you are paying attention. If they know they can get away with this, they can set up a repeated slow drain on your account and you might never notice it.
Just an idea. When they get the email + IBAN info, they don't know yet if Paypal is allowed to emit IBAN transfer on your account.
Typically, in France, a company can not emit a transfer without prior explicit consent (which is a minimum security, better than nothing).
They don't care about the money and the good they have ordered. They needed to know if Paypal is allowed to drain your account or not.
How do they know if it worked
They have created an order on a shop that either:
- Allow "anonymous" customer, that is, with only an order number, you can check the order status and delivery. In that case, they only need to connect later on to check if the order was canceled.
- Allow to create an account with some email and a payment form with another email. In that case, you can ask the shop for the customer informations they have for that order, you'll likely get their email account (but this is likely of low value, temporary email).
How can they gain money
They won't gain money from you. Because you've reverted the transaction, it means that they'll see the order was cancelled. They don't care if it was cancelled because the IBAN account is wrong or because you're monitoring it, this simply mean they can move on to the next user in their list.
If you hadn't reverted the transaction (because you haven't see it), they would have seen the order delivered (and returned or not). This means you are negligent and they can then process further with level 2 scam (see below).
Level 2 scam
Once they know you're negligent, they only need to set up a (dumb) company using Paypal for checkout and selling services. They'll then set up some transactions for this company on your account. Since it goes through Paypal, and not through their company, your bank will accept the SEPA's transfer. They'll simply collect the money directly then.
Please notice that if they directly tried this with their stolen user list, many transfer will be reverted, leading to being banned by Paypal for fraudulent behavior. Doing the first step filtering with a legitimate company moves the "bad" behavior ranking onto it, not their.
What to do now?
Ideally, ask the bank to change your bank account (or open another bank account). If you can't do that, blacklist paypal from your allowed SEPA company, so they won't be able to use Paypal for their actions anymore. If you have other payment processing company allowed on your account, you should blacklist them all (like Stripe, ...). SEPA is made for direct transfer, it's not a tool that can be used by payment processing platform, since you can't identify the source anymore once it's on your account.
