Trying to remove this sync faucet because it's leaking. I've tried using a large wrench to loosen the base at the bottom, but it doesn't seem to want to budge. I'm worried about applying too much pressure and breaking it. Yes, the water is turned off.
There some secret to removing these? Or do I use brute force?

The top of the faucet handle is probably a cap that covers the screw that holds the handle in place. See if you can can get under the lip of the cap (just before the top decorative curve) and pop it off. A putty knife or similar would work.
the cap on the top of the decorative rings unthreads counter clockwise ...grip handle at rings to keep steady and unthread...maybe tight if not removed recently...use thin rbr gloves for grip...do not use a wrench
I suspect your faucet is similar in design to this Glacier Bay faucet. The replacement parts diagram shows a little "cap" (they call it an "Index") on top of the vertical section which covers a screw. Remove the cap and the screw and everything else should be accessible.
I had a similar one and the white handle was fixed with a long bolt that went through its length - that just unscrewed...
The other end of the handle is not visible in the picture...
I have THE EXACT faucet. There is NO screw. JUST PULL UP! May have to do a slight pry on the base but that is what it is, no screws.
If the end caps don't come off, and there isn't a set screw, try simply pulling up (or taking a flat head screw driver with a towel so you don't scratch the faucet, and prying up). I'd recommend shutting off the water underneath the sink first (just in case).
If that doesn't work look underneath for some type of odd contraption to hold them on, but that would be a terrible design.
Pull the outer temp control knob off, or pry it gently with a pair of non-marring tools from each side.

The front temperature dial of the Delta Cassidy Valve Trim T17497 model can be removed by grasping the piece on either side of the part and squeezing together gently. Then grasp the small handle and pull the cover off. You can also use a flathead screwdriver to pry it off.
