I haven't used Ryzen Master in over a year now. I guess it's nice for monitoring, but you don't need it to undervolt your CPU. Not sure the brand of your motherboard, but in the bios find Precision Boost Overdrive - it's usually on the same tab as your XMP settings. Click on PBO, then Curve Optimizer. Set it to All Cores, Negative, and enter a value of 25. Save and exit and you're done. More on reddit.com

My 5700X handles +200MHz Boost Override with -30 CO all cores without any issues. I'm not guaranteeing yours will, but you should try it out and check your effective clock speeds (with HWINFO64) to see if it is clock stretching. Also as far as temps go, your CPU cooler is fine (I have an L9a) and the Ryzen CPUs are happy all the way up to about 90C. So honestly as long as you're under 90C you won't be damaging your CPU. Edit: Also what is your FCLK set to? It should be 1800MHz if you're using 3600MHz RAM. At 1800MHz RAM you should also be able to undervolt SOC which will free up a few watts for higher boost clocks and also reduce temps and power draw during idle and low load applications. So I’m still in the early process of setting up my pc regarding fans curves and also cpu speed.
However I’m a bit cautious over messing with the settings. I’m avoiding putting my 3900xt above 4ghz, as it sends the fans into full speed for some reason. I currently have the cpu locked at 3,900 MHz in manual and the voltage at like 1.1/1.2 (which someone told me was “crippling” the cpu as he put it)
I don’t want to push the cpu to its limit but I’m wondering what an ideal setting would be for gaming, for creativity, or maybe a general balanced setting that acts as an all rounder
This is my first pc and I’m obviously terrified of breaking anything and until I figure out the correct fan curve I need in bios I don’t feel comfortable doing much of anything. I’ve heard there is a piece of software that gives you better fan control when compared to the standard fan control in the bios but I can’t remember what it’s called. Anyway, any help is greatly appreciated :)

What is your goal with manually fiddling with the CPU? The processor can manage itself perfectly fine out if the box. There’s not much performance left untapped. If you are not experienced with overclocking, I would not recommend changing any speeds and especially voltages.
