Is this text from the “State of California Franchise Tax Board (FTB) saying that I have an unclaimed tax refund a scam?
Received this text. Never opened it cause it already looked like spam/scam… I just opened it and wanted to see if anyone else got a text like this? Will the FTB ever text anyone?

Yes, it's a scam. If you search for California Revenue and Taxation Code Section 19322 you get https://california.public.law/codes/revenue_and_taxation_code_section_19322 which says nothing about "permanent forfeiture" or deadlines days away. Even without seeing the rest or looking it up, it simply does not reflect FTB processes. Get a PIN from the IRS and create a MyFTB account. Has anyone received a letter from their state franchise tax board instead of the IRS?
The "letter" is probably a 1099-MISC, which is a tax document sent by whoever paid you. In this case, I'm guessing the California FTB paid you $700 last year as part of the "California Middle Class Tax Refund." It is not a bill. It is an income statement. You may need to include this amount as income when you file your 2022 federal income tax return.
