I have been struggling to resolve this problem for long time as well!!
But I am able to fix it by following a method that I saw online. I unplug everything from my laptop and leave it alone. Then long press the power button for 40 seconds, have to be exactly 40 seconds! Then turn on the laptop and connect all cable, HDMI/USBC wire.
It works well now! I am about to connect two monitors at the same time !

I struggled for a couple of hours trying to get it to work after some updates and holding the power button like that and following this actually worked!!!!!!

As I already stated above, the adapter is compatible, as I was using it all the time and it still works on the 2nd usb-c plug.
I actually uninstalled the video driver and also the USB root Hubs (nr. 5.) and it did help to fix the problem, now the USB-C adapter delivers the video output through HDMI.

I was having the same issue. After System Update gave me Windows 11 version 23H2, my HP Spectre x360 was unable to see my external monitor. This was true both through an HP dock and with a direct connection using a USB-C-to-DisplayPort adaptor cable. And I was getting the same notification as stevesmith7461.
I installed Intel's Driver & Support Assistant. It offered me an updated graphics driver (dated May 2024). After a reboot, all was well again.

I had the same issue on my Spectre x360 Win 11, the fix is to reset the power to the USB ports.
- shut down from within Windows
- unplug the power
- Unplug all usb devices
- press and hold the power button for 30 seconds
- plug the power back in
- boot up and login
That fixed it for me, it's happened twice due to windows updates.

Yes, it's possible that a recent Windows 11 update generate problems with USB-C functionality, here are some steps to rollback the update and check if everything works ok:
Navigate to:
Settings > Windows Update > Update History > Uninstall Updates
Uninstall the most recent updates to see if that restores your USB-C functionality.
I do have a somewhat similar problem, but mine started on Windows 10 and continued on Windows 11. For me, the problem is that my Surface Book 2 and Dock 2 randomly does not recognize my Samsung 49" curved monitor on startup or waking from sleep or lock. I then have to cycle the power on the Samsung monitor for it to be recognized by Windows and my original display configuration is restored, although with icons often in disarray.
I have contacted both Microsoft and Samsung about this, but no solution have been found.

Thank you for reaching Microsoft Community. I'm sorry to hear about the issue you encountered on your Surface Pro 7 and Surface Book 3 connected to a Surface Dock 2 and external monitors after a Windows 11 update.
When using the Surface Dock 2, the monitor is connected to the rear USB-C ports of the dock, may I know which ports are you using on the monitor? Is it also the USB-C port or the DisplayPort 1.2, or HDMI 2.0 port?
I'm not sure if these steps was tried already when you contacted support but please do so if not yet:
1: Update Surface Dock 2 using the MSI package
See: Update your Surface Dock (microsoft.com)
2: Clear the display cache of the device
See: Troubleshoot connecting Surface to a second screen (microsoft.com) and refer to Solution 6
