Submit it asap. Lots of colleges use it for financial aid. FAFSA is federal aid, CSS is mostly for school aid, like schools will look at fafsa but also look at css when calculating need based aid. It’s done through collegeboard. For the CSS profile, you upload your tax documents after completing the initial app, and schools may request more documents as well through idox.
