For a long ass time. The initial release of Windows NT was in July 27, 1993 from there it has gone though numerus revisions and updates. Windows 11 wasn't created from scratch it is an update/revision of what came before.

It didn't. Windows 11 exists in name only and is Microsofts way of dealing with the negativity that would of come from them raising the minimum specification required for Windows. Windows '10' - has had a decade of support and continued improvement and realy IS the final version of Windows. Not in the sense that Windows is ending, but in the sense that Microsoft quite rightly recognised the need to A) upgrade all users in step to be at the latest version B) to continually improve the living current Operating system rather than move your development team off the second you've released something, and have them spend 3 years writing the new OS. So Windows 10 has had constant development for a decade. It has had dozens of major upgrades and it is the equivalent of about 4 or 5 traditional Microsoft releases in terms of work/effort - Its like Windows XP, 7 and 8 but we saw these as feature updates. However Microsoft cant reasonably be expected to continue testing and support the improvements they want to make - on PCs with 800x600 screens, or 2GB or memory. So Windows 11 is a marketing ruse - to raise the minimum specs of Windows. It requires a higher bar for computer, memory and graphics, and better security in the BIOS. None of these things are actually needed - but it helps Microsoft commit to another ten years of support for Windows. Internally Windows 11 reports itself as Windows 10 - and there is no separate dev team because they are both in line and will stay in line until Windows 10 (in name at least) is retired. Then Microsoft will spend the next ten years improving Windows 11 (cough 10) - with capacity to make improvements with the bigger memory foot print, higher CPU floor, more secure and safe BIOS etc.
