CSV doesn't have any standard format or structure to data, it's just a file extension. Most people know to format CSVs to be compatible with importing into excel, but there's no requirement to do so. If you want to try for yourself make a .txt file and dump any garbage you want into it, then rename it to .CSV I'm guessing whatever program is making the CSV files isn't doing it right. Sorry to raise this from the dead but it is still highly ranked by google and has still not really been resolved.
The easiest solution is to download Open Office for free from https://www.openoffice.org for this purpose.
It does file conversion quite nicely when downgrading to simpler formats such as XLS, CSV and Tab delimited Text.
While Office online is great it still lacks the important feature to save in a more universal file format. Hopefully this reply will soon be outdated.

Is this possible?
Nope. The Excel Online App currently does not support importing/opening CSV files.
You'll have to convert it to XLSX first, which you could do using Libre/OpenOffice, or one of many online file converter services.

You can copy the CSV file contents and paste it on your online sheet and then use the "Text to column" feature. It is pretty easy actually.
