Okay, that is a different question - apologies for misunderstanding that. For patching an existing Windows installation offline, download the MSU package from the Catalog and install it. The latest patch is KB5013943. The following page updates as soon as the new patch is available:

Put the MSU in a USB stick, and execute the same.
My first reply is valid for feature updates though - which are released once every year. These bring new features to the OS.

Yes, absolutely. Download the ISO file/Make the Media on another computer and run Setup.exe to start the upgrade. See method 2 here:

Defender updates happen without user intervention. However, Microsoft provides an offline definitions as well.
