No set screw on this type of handle in a home I just purchased. I’ve tried to turn it counter clockwise and unscrew but that turns the water on. I did leave the water on and tried to continue to put pressure on it but it did not budge. Any help to remove this type of handle?

Right at the top after the handle turns toward the wall looks like that could be a set screw hard to tell if not maybe try to turn the part that is right after the handle that goes into the wall that could be attached to the handle as well

Go to your hardware store. Buy a set of allen keys. they look like an 'L' made from hexagonal bar. Turn the water off at the house cock. turn the shower handle on, insert the long 'leg' of the allen key. It will be the a fairly small one (1/16" possibly). Once slotted home turn it anti-clockwise several times. Then try to gently pull the handle off. It may have a bit of resistance if it is an old fitting. If not turn the allen key a few more times and try again.
