Is Outlook email free for business?

When I want to get a business plan started it seems that the only option is that it forces the onmicrosoft domain to you. But for example if a create and a personal account I can create it with a custom email straight away.
I can see that it reccomends using the DNS-server to get using your own domain... but is there a way to bypass all that and just create a business acount with your own email ?
I feel like I'm over-complicating this and it is most likely very simple so please bear with me. So I had purchased my domain on Google Domains and was hoping to utilize Microsoft for my email and application needs. I should note, I have not created any e-mail addresses within Google yet.

But when I go to the Admin portal, do I just use my normal Gmail account to create the account first?
