If Apple Can't help me, I believe in Reddit:
So... I bought an used Apple Watch Series 3 and the watch is perfect, but, the Wallet don't add cards to be used for Apple Pay.
When I try to add an card, this error appears: "Could not set up Apple Pay. An error occurred while setting up Apple Pay.*".*In my original language (Brazilian Portuguese): Não Pôde Configurar o Apple Pay. Ocorreu um erro durante a configuração do Apple Pay.
The Apple Care support don't know why this is happening and how to fix that. They think that "maybe" is a hardware problem. Conclusion: they can't and don't know how to help me.
(I already did the unpair, system restore... Nothing works).
Anyone know how can I fix that problem? 😥

Are you trying to add directly in the watch app? If so, is the card already added to the wallet on your phone? If not try do that first so the cards are in both wallets.

My first iPhone (15 pro) and Apple Watch 9, and it does not “just work”
All places below that say FAIL do so with a generic “Unable to set up Apple Pay” message, with no suggestions

I had the same issue. I tried to follow your steps and the only thing that helped was to log out from Apple ID on the iPhone (yes, manually) and log in again. After that, I had to add all my cards back to my wallet and only after that I was able to add them to my Apple Watch as well

Literally was just reading this before finding my own solution. I held down both the digital crown and side button at the same time to hard reset the watch (took about 30-ish seconds), made sure both my iPhone and watch were synced, went into the Watch app on iPhone, added my debit card, completed the verification process, bada-bing, bada-boom. I'm good to go! Edit: I should mention that I held down both buttons until the Apple logo appeared on the screen. I think what also helped was calling my bank. Apparently there was a new security update and I needed to set some things up with my account before I could proceed. I hung up before talking to a real person and tried text verification again. Worked just fine. But that was to set up Apple Pay on my phone, not on the watch. So idk. Maybe worth mentioning.

It prompts me to sign in through the watch app but it already is. Considering you need an Apple ID to set up Apple Pay I'm guessing it's going to be related to that
