When Word is the frontmost application, all keyboard shortcuts are sent to it. Therefore ⇧⌘L will create a bulleted list before any other action that is set to it.
⇧⌘L is not a standard keyboard shortcut for Safari, therefore you need to look for whatever app has set up this keyboard shortcut to override Word.
I think this happened either after I updated macOS to 12.3 or after Bitwarden updated to 1.32.0.
I've tried these:
Uninstalled and reinstalled Bitwarden two times; once normally and once with AppCleaner to delete all Bitwarden-related files
Safari's shortcut for Show Sidebar and Hide Sidebar is also Cmd + Shift + L, so I changed that to something else
In macOS, there is a shortcut for "Search with Google" that's set to Cmd + Shift + L by default, so I changed that as well
None of them have worked. The only time I can get it to work is when I disable the extension (in Safari - Preferences - Extensions) and then re-enable it. Even then it only works one time and then stops working which is really weird lol.
I don't think it's a shortcut overlap problem because it worked fine for a few months, even when the Sidebar and Search with Google shortcuts were Cmd + Shift + L. I'm not sure what even caused it. I think the only other app I installed around the time this started happening is called Rectangle but I don't think that has anything to do with it.
For now I'm using Cmd + Shift + Y and then using my mouse to click the account that I want to autofill.

I disagree. Why should Mac users fall back to Ctrl-B and Ctrl-I while the usual Command-B and Command-I work flawlessly nowadays?
(True, Command-L can be an minor annoyance, but I hardly ever want to disregard my edits and use the same browser window. To get an additional window, for me Command-N/Command-T followed by Return are good workarounds for Command-L followed by Command-Return.)
Also, I'm using Windows at work, on which I am used to Ctrl. There Ctrl-L does not get me into the location bar either, while editing. Not a big deal for me either, but I guess this is not just Mac related. In retrospect, the choice for L might have been a bad one.
Trying to setup the autofill shortcut but Cmd + shift + L does nothing on Safari. Cmd + shift + Y works and pulls up the Bitwarden menu.
