NAL but had a similar issue with a contractor in CA. We reported him to our state license board and they came out to inspect and penalized/fined him and put a mark on his license. Also got a lawyer to deal with the lien. Lawyer was costly, but you pretty much do need them for the lien removal unless your contractor has a sudden change of heart... More on reddit.com

If your name is not on your mother's mortgage or deed, then the lien is not valid. She will have to go to court to have it removed since it was placed in error (deliberately or mistakenly).
