They do not. They do convert the charge to USD, but I haven’t dug deep into how they convert it. I believe they do send a notification of the charge via email. Also like someone here already mentioned, be prepared in case the card gets declined. Happens to me more than a few times. Answer from itookyourjob on reddit.com

Can a college student get a credit card?
Yes, college students can get credit cards. If you're at least 18 years old and can show that you have some form of proof of income or assets, you might be eligible. Credit card issuers will also check if you're enrolled in college, either full or part-time, to determine if you qualify for a student credit card. Meeting these criteria helps issuers ensure that you can manage a credit card responsibly.

r/CreditCards on Reddit: My first credit card!!!! International student-athlete. Discover it or Chase Freedom Rise
October 1, 2023 -
So I am 24 years old and I have no credit score whatsoever. Two of the few credit cards I could get are these two, Discover it Student or Chase Freedom rise. Which one do you guys recommend?
This is only to build my credit up, I won’t be tight on money so I won’t be doing cash advances, I won’t be carrying balance over ever or spending more money than I have in my checking account.
A friend referred me to discover so I’d get $100 free. Which one do you guys think is better??
Thank you so much in advance!!

TLDR: Chase Freedom Rise I love my discover card and love their customer service. I couldn't recommend it more. However, there are more future possibilities with the Chase Rise. You could upgrade/product change to something more useful in the future, whether it be cash back/travel/hybrid setup. Unfortunately there is no upgrade path for discover. As just a cash back card it's great. Since you are an international student please remember that the rise will have a 3% foreign transaction fee whereas discover does not. Discover is not as widely accepted worldwide. Without foreign cash, I would still take the chase Rise and eat the fee over possibly having a card not even being able to be accepted. If it's another option you may not have considered, consider the capital one quicksilver or savor one (student versions). Both have no annual or ftf fees and are MC/Visa so they are widely accepted.

My general recommendations for student cards is, in this order: SavorOne Student 3% on dining, groceries, streaming, entertainment. 10% on Uber/Uber Eats + free Uber One. No foreign transaction fee. MasterCard. Quicksilver Student 1.5% on all purchases. No foreign transaction fee. MasterCard. Discover it Student (link to pre-approval form, select that you're a student) 5% on rotating categories, 1% on everything else. Double cash back at the end of the 1st year. No foreign transaction fee, but acceptance abroad is limited. Freedom Rise 1.5% on all purchases. Has a foreign transaction fee. Visa. For 1-3, you can check pre-approvals before applying, without impacting your credit. The reason I have the Capital One cards first is because college students often travel or study abroad at some point and it's nice to have a card that's accepted worldwide and has no foreign transaction fee. The SavorOne has earning categories that align really well to young adult spending, during and after college. I personally don't think Chase is that great... I'd rather have my money at Capital One with a savings account that earns high interest (Chase does not have this).

No but acceptance isn’t very high in other countries.
