Gsp sucks cost the buyer more money and they poorly repack your items at their GSP center why??? I guess to check for contraband make sure your not using them to ship drugs idk.......
Anyways I would just stay away from international sales all together unless your a big big seller and can make up the potential shipping losses on sale volume it's not worth it.
Now I now what your thinking how do others do it then??? Well Chinese sellers for example have Their shipping is heavily subsided by their and even our own government. So what cost you 23$ to ship probably cost them $2 or less.

I have someone who wants to buy one of my ebay items. His Location is Norway and I'm in the US State of CA. Shipping cost is ridicules $23 for 10 oz item. is Global Shipping Program necessary or not?

I used it at first, but have since switched to just regular USPS First Class International.
It does cost buyers more. And sometimes they are forced to pay duties even when the item is less expensive than the threshold for paying duties. The only items that went missing in action are those I used the GSP to ship, and they did NOT make it right by the customer, so I had to do it myself, and they did not send the item back to me.
I've read others who have said that there can be issues with the delivery service they use on the other end, that it is more likely to result in a package not being received ... don't remember the details of that, but you might Google and see what you can find by way of reviews. That's what I did when I was having second thoughts about using GSP.
Note, you do not see what the customer actually has to pay GSP.
Below 8 oz, USPS would be around $12 to $14 to Europe. Up to 2 pounds it would be around $22 to $24.
