Hello. I own the Buds 2 normal model since 2022, I believe and was thinking of upgrading to either Pro model or Buds 3? I read that Buds 2 Pro is better than the base 3 model and that quality control lacks. Also, 3 Pro is way more expensive in my country, Romania, since we can't even trade-in Galaxy buds. Is it worth upgrading to 2 Pro, since I can buy it at the meoment for like 120 euros?

Buds 3 and buds 2 pro are quite different. The buds 2 pro is an in-ear tws, just like your buds 2, while the buds 3 does not have the in-ear plug. In-ear design generally allows for better sound quality, and has a much better passive sound-blocking effect, but it might not be as comfortable for some people. I simply wouldn't recommend anyone to buy buds products for their launch price as it will not last long.
