If I looked up the right thing - error codes 63~67: CPU DXE initialization is started. Edit: This seems to be the most similar error. Answer from angalths on reddit.com

r/buildapc on Reddit: Error 64 with Gigabyte Z390 Auros Master
January 25, 2020 -

Hello all,

Just started building my first PC solo, and am having the above mentioned error. I can't seem to find a solution. I've tried swapping RAM, using 1 to 4 sticks, different slots. Currently I don't have a GPU installed, just trying to use on board video to make sure everything boots before installing the GPU.

All fans spin, cooler lights/powers up, no led's on the board are lit except the one indicating which bios is in use. The LED's for CPU, dram, VGA, and boot are all off which the manual states is correct and indicates they are working. I have tried removing the CMOS battery and resetting it to factory defaults.

Also, the Motherboard does not beep when booting, but I am not 100% sure it has onboard audio. My old PC did beep.

Not sure what else to try other then removing the cooler and CPU (I don't have thermal paste cleaner, so can't do that till i order some)

I appreciate any advice or help!

Thank you

r/buildapc on Reddit: Z390 Aorus Ultra error code 64, can't get to BIOS screen
February 16, 2020 -

First time building a PC, got everything put together today but I can't get the BIOS screen to even show up. The error code I was getting at first was A6: "Detect and install all currently connected SCSI devices," but after switching the HDMI input from my MoBo to my GPU the error code switched to 64: "CPU DXE Initialization is started." Got stuck on both of these error codes and can't get BIOS screen to display either time.

Here's some things I've tried so far:

-Resetting CMOS

-Removing and reinstalling my SSD

-Removing my second graphics card and booting up with one

Any advice would be greatly appreciated!! Thanks in advance!
