- Sign in to your Play Console
- On the left menu, select "Monitor and Improve"
- Select "Policy and Programs"
- Select "App Content"
- Select the "Actioned" tab
- Select "App access" > "Manage"
- Select "All or some functionality is restricted" > "Manage"
- Enter your login credentials and save

- Sign in to your Play Console
- On the left menu, scroll all the way down and select "App content"
- Select the "Actioned" tab
- Select "App access" > "Manage"
- Select "All or some functionality is restricted" and enter your login credentials and save

- On the left menu, go to "Store Presence" -> "App Content"
- Select "App Access" -> "All or some of functionality is restricted"

Here's an update.
- Sign in to your Play Console.
- Navigate to "App Content" (Under policy section)
- Navigate to "App access" questionnaire - you might find it under the "Actioned" tab - and click manage.
- Choose "All or some functionality is restricted" under "Instructions for app access".
Enter the test login credentials there for app review team to access.

Unfortunately there is no way to do this at the moment.
My workaround for such issues is to use another browser for the second account, or to use a different user account in Google Chrome.
While you cannot switch between Google accounts, you can switch between multiple developer accounts that one Google account has access to (As shown in the screenshot provided by Philippe Cohen). You can grant access to a developer account by going to Settings > Users & permissions.
