Need assistance, moving to Austin Texas(cedar park actually). Have a job that will be paying 60k yearly. This is my first big move and it’s on my own. I have NO idea how taxes work(usually have friend help me with that, can’t anymore) I just need assistance in how to file my W4 like an “adult”.

You fill out the W-4 (not W-2) your employer gives you according the instructions. If you're single, have no dependents, and no other sources of income, it's pretty simple. Texas has no state income tax, so you'll only be doing it for Federal. The W-4 will tell your employer how much Federal income tax to withhold so that you don't owe or get a large refund at when you file your tax return next year.

You can look up Travis County tax assessment/bills here https://www.traviscad.org/property-search/ If you buy a home for $400k that is currently appraised for $250k you can expect that next years appraisal will come in much closer to 400k. Once you are in the house the appraisal will go up less every year, though lately it has been going up less than the market value.
