In 2004, Pioneer, the company that had the distribution rights to the early Funimation dub of the Saiyan and initial Freeza arc (the dub often referred to as the "Ocean dub"), lost those distribution rights. At this time, Funimation picked up the distribution rights and re-dubbed those episodes with their in-house team (Sean Schemmel, Chris Sabat, etc), giving us two pre-Kai Funimation dubs of the Saiyan arc.

The more "dramatic" one, as you called it, is most likely the "Ocean dub", featuring Brian Drummond as Vegeta, while the other is the in-house re-dub following Funimation acquiring the distribution rights.

In most versions of the scene dubbed in other languages, Vegeta actually says "It's over 8000!". However, even in the Remastered Uncut Funimation English dub, Vegeta still says "It's over 9000!", now performed by Christopher Sabat. This change was made due to inconsistencies with the dubbing process; the production team claimed that "9000" fit the mouth flaps of the animation better.

So it's originally 8000, but it was dubbed as 9000 to fit the mouth flaps.
