Yes it has been retired but currently there is no replacement for 70-461. Alternatively you can try to prepare any one of these below.

all MCSA and MCSE tracks and associated exams were retired on January 31st 2021 and replaced by Role-based certifications on the Azure Tracks. I would say the closest match to your requirements would be this:
