It may intensify selective reporting and publication bias, as scientists would struggle to publish only extreme, nice-looking results that may attract more attention. It is probably more appropriate not to pay any attention to the number of publications (except for the extreme tail of hyper-prolific authors) and allow scientists to disseminate their work in whatever way and volume they deem most appropriate. However, one may examine other quantitative metrics such as citations per paper, and place these metrics in a percentile ranking against papers from the same field, e.g., a scientist may have 100 publications and 1000 citations and be at the 25th percentile of his field for citations per paper (1000/100 = 10).
