I've been looking online and can't find anything. I can't find a fortress in the nether so I don't know how to get one, does anyone know what to do?

The way to get them is by finding a nether fortress. Walk diagonally, sometimes if you walk in a straight line, you physically can't find any due to how they generate. I'd recommend making a jetpack first, which is fairly easy.
And use a cleaver, preferably with more beheading modifiers, but just a basic cleaver will do, to vastly increase your odds of a skull.

I made a farm in a hallway and slabbed everything around it. It uses a minecart trident killer with a pigman trapped above it to lure the skeletons in. I planted wither roses everywhere so that only wither skeletons and zombie pigmen spawn. It doesn't work very well. The end.
