I wouldn’t pay anything until you’ve made them prove you owe the money to them. Send them a request for validation. Make sure you have proof of mailing and delivery. Signature confirmation would be best. If the debt is legit you’ll know about it. On the other hand, it should be or nearly be time barred from being reported anyway. I suspect it isn’t legit because debit cards are authorized and deducted from a bank account where funds are readily available thus no debt. I would send the letter or call Target Red Card CS and see what they can find. More on reddit.com

You can do bill pay with your bank and just send TD Bank the payment. You may be able to walk into a TD Bank branch and make the payment if you have those near you, not 100% sure about their branded cards. More on reddit.com
