Just reading this article, it sounds like Target Redcard will become Target Circle Card. Is this for both the credit card and the debit card? What about the Target Redcard Mastercard that some are invited to upgrade to? Will TD Bank continue to manage the new Circle Card? It sounds like the 5% off (with no 1% extra back in Target Circle Rewards) and extended returns will remain intact? Would free two-day shipping come with all orders? Or would there still be a $35 minimum for orders to qualify for free shipping? I'm assuming there continue to be no annual fee?

I'm mostly posting this for posterity, because I did some searching around Reddit and couldn't find my exact issue. Hoping this helps someone else.
Despite my high income and 821 credit score, My Target card has had a $600 limit for 3.5 years. I have never gotten an auto CLI, and you can't request one.
My family does most of our shopping, including groceries, at Target. In order to free up space under the limit, I have to pay the card off every 2 weeks when I get paid. However, if you make three payments in one calendar month, the last payment has a hold put on it. It takes the money out of your bank account, but doesn't free up your credit limit for several days, maybe up to a couple weeks. To get it to clear, you have to call Target customer service, then do a three-way call with your bank to prove to them that the payment came out.
All of the Target customer service is foreign, and I've never reached a level of supervisor who even fully understood the problem.
I cancelled the card. My main card gets 2% cash back everywhere, and I decided the extra 3% is not worth my dignity to be begging for CLIs or to call my bank to prove I paid my card every couple months. Not to mention the many times we've publicly had our credit card declined at Target.
I'd like to shop somewhere else, but for my family there is currently not a better option locally than Target.
