Are Express envelopes supposed to be free in store?

TL:DR - are UPS Express envelopes in store supposed to be free if you are paying for UPS Express service?
Bit miffed and I should have caught this before I paid and drove off because I would have inquired right then and there.
Needed to send something UPS 2 day so I stopped by my local UPS Store, no UPS express envelopes out in the lobby so I just said I need to send this Express can I have an envelope please. Was pointed to the non-UPS envelopes in the lobby that cost $$$, no thanks its simply a cashiers check and can fit in the standard UPS express envelope. He digs one out of the back somewhere - ya know standard size cardboard thing. Rings me up and I pay and go on my happy way.
After I leave I am reviewing my receipt and was charged $3.50 for a Tyvek envelope, wait what? Yeah $3.50 isn't even worth my time to go back and complain about but for me it is the principle behind the sneaky up charge. If I am wrong about the Express envelopes being part of the shipping cost I will slide away quietly but I feel like that is not the case.
I am shipping a pair of sneakers from canada to stockx in the us. I have commercial invoices that must be signed i believe and placed in an envelope outside the box. If I do pick-up, will the delivery man have an envelope on him or should I physically go to a ups store for this?

And will a prepaid label work on these envelopes?
