Package recipient requested "intercept" and return to sender that I didn't authorize, can I dispute this?

My friend works for UPS. This was intercepted during shipping last night.
The package recipient decided they didn't want the item just after I had shipped it. They called UPS and had it intercepted and returned to sender.
My invoice has a $24.90 intercept fee. I obviously didn't authorize any of this. The dispute button on the invoice does not work. How can I call someone in the US and dispute this charge?

I sell used car parts on ebay, and it finally happened: I put the UPS label on the wrong package and proudly walked it into the UPS store for delivery today. Then this evening, I was packing some more parts and I realized my mistake. I went into UPS.com and registered an intercept. For a $15 fee (if they manage to get the package rerouted) they will send it to the right place.
Has anyone had success or failure with an intercept before? If so, how long did it take them to lay hands on the package and reroute it?
