I paid 15 bucks for 1 large cardboard box.
The boxes that UPS Stores (I assume that's where you bought it) sell are designed to be very durable and are therefore more expensive. They also probably charged you for packing it and the packing materials. Especially if it is something that needed a large box 15 is a reasonable price for a UPS Store to sell it at. Shipping cost was ABSOLUTELY insane.
Small items should go through USPS better, UPS does charge a lot for small things but that seems like crazy expensive as well. Did they mess up the weight? More on reddit.com

The Amazon item I'm returning is requiring me to pack it myself. I didn't keep the original box so I guess I'm gonna have to pay for one at UPS, just curious how much I should expect to pay... Item weight is 4lb and product dimensions are 28.5 x 22.5 x 23 inches.

I don’t have any experience with paying for boxes from the ups store. I would guess ten bucks for what you need, but that’s just a guess. You could try going to a grocery store, Target or big box retailer near stocking hours and ask for a box before it gets taken to the compactor, or boxes may be staged near the compactor. For the dimensions you provided, I’m thinking the cereal aisle might have what your looking for. I’ve had luck asking the customer service counter. I wouldn’t want to pay for a box from the UPS store, the markup will be discouraging.

If you're talking about a UPS store they can charge whatever they want they're independently owned franchises. Yes that's a lot more than I would pay for a box. Doesn't really matter though if Amazon is paying it
