Sounds like a clerk made a mistake with the packages, if the RTS has already been placed on the package then the only people who can do anything is the shipper by placing an intercept on the package to reroute it back to you. You can try the ups store; however it's at their discretion whether they accept it or not since it's not really a service they're supposed to cater to. The one I service does, without any issues, but they're all run by different people. You could try to find a driver, but like you said it's hit and miss. Perhaps could drive to the customer center (not the UPS store, but the actual hub the drivers are dispatched out of) and drop it off too. Not sure how far it is from you. You could also call/email the shipper and tell them you're wanting to send it back. They could work with UPS to facilitate that, and have a driver come by your house to attempt to pick it up More on reddit.com

Guys, really need your help to understand how to untangle a mess we've found ourselves in with an urgent and very important UPS package (my girlfriend's work laptop).
My girlfriend left from the US to the UK for work last Sunday, and forgot her work laptop.The next day, on Monday her mom sent the laptop to her apartment in the UK, using the most expensive and urgent option, for whopping crazy $385 (almost FOUR HUNDRED!!!), with estimated delivery time being 9AM of Wednesday, the UK time.
The package didn't arrive even on Thursday morning. The tracking number showed statuses like "Warehouse Scan" and "Your package was released by the clearing agency" three times with several hours delays each.We called the origin UPS office told us to wait as "they lost the invoice".When we called the global UPS phone support, they told us that the origin UPS office:

Oh boy. Did the UPS store attach an invoice? Was the value greater than $2500? Here is what likely happened. The UPS store (a franchise, they are not run by UPS) failed to put an invoice on the package. The package cannot be exported until we have an invoice and the information has been keyed into a system. So it will get stopped if it doesn't have an invoice. When the package was stopped they likely contacted either the UPS store or your girlfriend's mom. The COD could be caused by a few things. The UK brokers may have disagreed with the declared value on the invoice. They can essentially do whatever they want, if you send a laptop and declare it as $50 they'll increase it to $1000 and you have to pay the taxes on the difference. So now what to do. Call UPS and request an RTS. If the UPS store failed to have you put an invoice on the package you need to go into that store in person and request a refund. The lack of an invoice caused the delay and it's their fault. If they did attach an invoice then try getting the refund from UPS. In that case the delay is UPS' fault, they either had the invoice pouch tear off, or more likely, the monkeys at origin didn't image the paperwork. Either way, UPS fault. You can private message me the tracking number and I can check it out when I get to work. I'm a low level grunt so I have no power to issue refunds or anything though.

There is no real answer. It's extremely overburdened industry that nobody has found a solution to yet. It just depends on the amount of shit people ordered last week. It's an untested market in the making. Hopefully CERN will come to the rescue
