Just a guess, maybe you should press dex in the drop down menu quick panel icons? You might need to edit the quick panel and drag it down.
Otherwise, you can try (search "dex settings" in settings) to enable auto start when hdmi is connected.
I find it easier to search in settings, because searching in finder requires more keywords.
Sometimes it's easier to edit the Dex settings when you first connect it wirelessly to windows, because there are more settings when it's turned on.
Finally, I'm not sure Dex needs to be used at all when connecting to a display. Check your HDMI cable if it supports the right protocols (usb 3.1, mhl, hdmi alternate mode).
And ofcourse, set the input source of your Philips dislay to HDMI.

Hello Janette_Z,
As part of troubleshooting this problem, I connected my Huawei Phone (which has a USB C port) to the Samsung monitor using the Alogic adapter and HDMI cable and it worked. The phone screen was displayed on the monitor. To my reasoning, this tells me that the adapter and cable work with the monitor.
Hi, dame alice!
Thanks for reaching Microsoft Community and posting your concern regarding your Samsung monitor to your Surface Pro 7 via Alogic USB-C to HDMI adapter. We appreciate the time you have given and we apologize for the troubles you have to go through.
You mentioned that you are using an HDMI 2.0 cable. Is this the same cable that came in with the Samsung monitor? Can you try out a different HDMI cable? Please make sure it is an active HDMI cable, not a passive kind.
Looking forward for your response.
Regards,
Janette_Z
