When I go on eBay listings, I will see a little notification in red stating one other person has this item in their cart. My question is do buyer really have a specific item in their cart or is that just a ploy to get me to panic buy?

Yes, someone really has that item in their cart. That being said, don't stress it. Some people use the shopping cart as a wishlist and keep it full of random crap. Worst case if they do buy it? You can often find the same item again.

Honestly, any item can sell at any time. I have items with multiple watchers and views that have sat since June, and I have had items with no views or watchers sell unexpectedly. It just goes that way. So if you're worried about a one of a kind item selling before you get to it then it's best not to wait too long. But if it's common then don't sweat it.
