The wrap is supposed to let water vapour pass from the warm to the cold side, and to prevent water from the exterior to enter the insulation. Since your siding is directly over OSB, the question is whether the "leak" is condensation forming on the inside of the OSB, or whether there is water from the outside leaking to the inside due to poor flashing and waterproofing work. If it's the former, then it would probably mean that all the walls have this problem. If it's the latter, then finding the source of the leak will at least prevent more water from entering. This description of wall structure should give you an idea of what your wall "should" look like. As the author notes, there are four control layers. Skimping (or omitting) any of these layers usually means trouble. To trouble-shoot your issue, a thermal camera may be useful. If it reveals that the "cold areas" are confined to a specific wall, then it is likely a leak. If you see the pattern all around, then you probably have condensation. I am absolutely NOT an expert, but I know I had to decide when I was purchasing my homeowners policy whether or not I wanted things to be replaced as they are currently, or with “updated“ materials after a disaster. For me, that meant deciding whether I wanted new plaster walls and wooden siding and some of the other stuff that goes with historical homes. Is it possible your policy is the same? They may possibly be on the hook to replace aluminum siding with aluminum siding and not vinyl. Anyone who knows more, please chime in! More on reddit.com
