If you use a launcher like Nova Launcher you can use the activity widget to create one. Settings---Notification History

March 5, 2023 - I just checked my Galaxy A32 5G and Galaxy Tab A7 lite (both running Android 13), and I can confirm that Samsung oddly decided to get rid of the Settings widgets. It's still there for my Pixel 7 Pro. I also tried installing a 3rd party launcher (Nova) to see if it's available there, but nope. You could try one of the many 3rd party settings widgets on the Play Store, but the ones I tested don't have Notification History as an option either.
