I'm using Topaz Video AI or Super Scale in Davinvi Resolve Studio for video, depending on the source footage and by how much I need it upscalled. For images I generally use Topaz Gigapixel AI and sometimes Photoshop's Super Zoom neural filter. I also have Topaz Photo AI, but unless you need noise reduction and/or sharpening, Gigapixel AI is definitely the better option. But be aware that you'll need some serious horse power for AI based scaling. I wanted software that can go to 2k or 4k resolution. If its paid I don’t mind. I tried digiarty videoproc but the results were disappointing. So let me know if you can find some great software for this.

I’ve had better luck with this one: https://www.photogrid.app/en/image-enhancer/ — might be worth a shot if Digiarty didn’t do it for you. It handled 4K pretty decently in my case.
