I solved this problem by going to apple's website, logging into my apple ID, filling out a shipping address and anything that looked incomplete (but I used "None" for payment method), then I restarted my phone and went to download the software I wanted, logged in with my apple ID as usual, and then it download the software and worked fine. I had the same problem, while trying to change my Itunes seunscription Country. Here is how I managed to overcome it:Firstly complete your registration / or change of your country, simply not entering any billing method, e.g. nor chosing credit card or the Phone options. Once you pass this screen and finish your registration, go back to edit your billing method, by entering a new credit card information.

I'm trying to download xcode on my Macbook. After creating the account on the website and then googling xcode on macbook and clicking through the links on websites, it opened up Appstore on Macbook, asked me for my email, password, phone number, sent the 2FA SMS to my phone, which I entered. Then it showed me this form where it asks me my personal information(do they really need it? I don't think so), I enter it and then hit continue and I still get all those errors even considering I entered all of them:

Fixed it by opening https://appleid.apple.com in the browser on my Windows desktop machine, then going into Payment Methods, clicking on Add Payment Method and adding a None payment method in the new window: https://i.imgur.com/R9qRRQ4.png Then on the Macbook started over from the Appstore: log in, then it presented the payment method but it was pre-filled with the information I entered on the website, I just hit continue and it worked for me.

Ok, after 2 $#!@ hours with Apple Support, here's a general workaround... In short: Don't sign into the App Store at all. Instead, sign in to your Apple account through Settings. It does not take you through the same payment-info form. But it does propagate all of your information to other apps, such as the App Store. This approach bypasses the App Store sign-in, which contains the faulty forms. What a mess.
