I think they're gimmicky marketing garbage. You touch them and they feel cool for a few seconds. The reason being that they do in fact pull heat out of your skin due to their dense weave. But something with low mass can only pull heat out of your skin for a few seconds before it reaches thermal equilibrium with your skin and stops transferring heat. You'd be better off focusing on fabric types that promote airflow and breathability. Cotton, linen, maybe bamboo, etc.
