GPU fan curve software that isn't MSI Afterburner?
I personally use Argus Monitor, it costs a little but you can try it out for free for 30 days. I'm using this one because it lets me increase my case-fan RPM when i.e. the GPU gets hot.
The only thing I dislike about Argus is that I'm not able to minimize it into the tray, so it shows up while alt + tabbing. Nvm I should have paid more attention in the settings, it minimizes to the tray.
Other then that, I heard Speedfan is a great tool too but I can't say much about it. I've read that it has issues with AM4 boards.

So my pcs+ 290 has a very aggressive stock fan curve, it seems like it tries to keep the temp about 70c which is kinda silly for that card and obviously gets too loud. Installing afterburner even only for fan curve starts to mess with my pc, i get random lockups, slowdowns, crashes etc. So i was wondering if there is some other software that works nicely along with wattman turned on for undervolt?

Apparently, you can use AMD WattMan; R7 260 and higher support it. Go to Radeon Settings->Gaming->Global Game Settings->Global WattMan and from there you can set your fan curve.
