Restart it and keep hitting F12. When the boot menu comes up it should give you an open for OS recovery I believe. Then you just follow the prompts. Keep in mind this WILL wipe the drives and you will lose all your data. More on reddit.com

This should be pretty easily googleable. Of course, if you deleted the recovery partition, then there's nothing to restore off of. Some models have the ability to have the BIOS connect to the internet and recover the system that way, but not yours. I would ask Dell tech support, they might be able to hook you up with a thumb drive to restore. Only other way I know of is to pull an image from the same model of laptop or find one somewhere.

I recently got a new job and still have my old work computer from my prior employer. It is a Dell 3400 Latitude laptop and they don’t care that I keep it. It currently has an administrator password on it and I am locked out of basically everything except the log in screen.
