You are asking for products that are possible but complicated and expensive to produce. There are little incentives and it's fairly niche so the lack of affordability and demand means low profits. Full spectrum lighting usually means high tm30 specs plus IR possibly some with UV. That's different than circadian spectrum lighting which is cct changing that follows a time clock. Technically all lighting can be considered circadian to a degree. As you manipulate not only brightness but the amount of blue light exposure to the body. I think a bit of your issue is understanding/education on the topic at hand, and also the market not being quite there yet to make accessibility easy enough for you to test your goals. I checked the LED 2835 fact sheets and it appears the spectrum changes as the color does. Are there any actual full spectrum LEDs?
I'm looking for two things. First seed starting lights. Second lights to help with existing houseplants in lower light conditions over winter before I can move them back outside.

Full spectrum is the same thing as white light. Just like the color white or white noise sound, the full spectrum is needed in order to produce white. It's like a loose term to say the LEDs are some shade of white, and not literally blue or red (blurple) like the old LED grow lights. Within white, you can have a lil more blue than red, or vise versa. Then you get more loose terms like soft white to describe the kinda yellow looking vs the really white looking lights. This is already getting long, but I'd suggest maybe 50-100w lights @ 3500k-4000k.
